中国金融对外开放的测度与国际比较研究  

China's Financial Opening Up to Outside World: a Gauge and International Comparison

摘　　要：本文从政策法规角度解析和论证了金融对外开放的内涵,在此基础之上给出了与本文测度方法相匹配的金融对外开放定义;然后,建立了测度金融对外开放的评价指标体系及测度公式;借助于上述评价指标体系和测度公式,本文分别从纵向和横向两个角度对中国金融业的对外开放进行了测度,并与新兴市场和发达市场国家或地区进行了比较。研究结果表明:从纵向来看,自1979年以来,中国金融业的对外开放水平总体上是上升的;在入世过渡期间,金融对外开放水平的上升幅度较大,在入世过渡期结束后,金融对外开放水平的上升幅度则略有下降。从横向来看,中国当前金融业的对外开放水平基本处于新兴市场国家的中等水平,与发达市场国家或地区相比尚有较大差距。最后,针对中国金融对外开放的基本现状,本文提出了相应对策建议。The connotation of financial opening up was analyzed and demonstrated from the perspective of policy ＆ law in this paper. And the definition of financial opening up, which are compatible with the measurement methodology in this paper, was given. Then, the evaluation system and measurement model of financial opening up were set up. Thereafter, the financial opening up in China was empirically investigated both historically and horizontally; the level of financial opening up in China was compared with the emerging and developed markets. The results show that financial opening up in China was ascending as a whole after 1979, and accelerated after China＇s WTO entry. After that, the process was a little descending. Compared globally, the level of financial opening up in China lied at the medium of that in emerging markets. However, there are huge gaps between China and mature economies. Lastly, some suggestions are given based on the status quo of financial opening up in China.
