摘　　要：本文通过对图书馆与读者的法律关系、图书馆规章的特性等方面的论述,逐步探讨了图书馆规章中有关"罚款"规定的违法性,以及图书馆追究读者违约责任的合法性、合理性问题,并提出了完善图书馆规章中有关"罚款"规定的办法。This article discusses illegality relating to ＂fine＂ rules in the library regulations step by step through talking on the legal relationship between the library and its readers, and the characteristics of library regulations. Meanwhile, validity and rationality for the library to find out the responsibility for breach of contract of readers is mentioned. It puts forward the ways to perfect the ＂fine＂ rules in the library regulations.
