摘　　要：反哺对于解决"三农"问题是必要的,但不是充分的。文章考察了工业反哺农业的边界问题,形成了3大类38小类的反哺需求,并据此探索政府反哺与社会化反哺分工与协作的制度安排,构建政府、市场、社会和农民相结合的反哺机制,推进工业反哺农业的实现。Back - feeding is not a sufficient but a necessary condition for solving the problem concerning ＂agriculture, the rural area, and the peasants＂ . The article examines the boundary problem of industry＇ s back -feeding agriculture; finds the back - feeding demand with 3 broad categories and 38 narrow categories; explores into the institutional arrangements of the labor division and cooperation of government back - feeding and socialized back - feeding; establishes the back - feeding mechanism with the combination of government, market, society, and peasants so as to improve the back - feeding process.
