摘　　要：通过对当今语言政策与规划研究领域中语言规划目标的理论构架以及有关参与语言规划过程的规划者的研究这两大重要问题的描述,探索国际上该领域的研究成果及发展趋势,为我国的语言规划研究提供参考。The purpose of this article is to introduce the theoretical framework of language planning goals and actors involved in language policy and planning process. Literature on language policy and planning （LPP） is briefly reviewed before the introduction of the language planning goals and the description of the multi-levelled actors. It may help researchers in China to be more aware of the development of language policy and planning in the world for their future tasks and research work in this area.
