摘　　要：公共信息资源是一个国家获得新的竞争优势的关键因素,它能够给社会带来直接或间接的利益需要,用户对公共信息资源的有效利用程度与其自身信息素质密切相关。文章从公共信息资源用户信息素质现存问题入手,分析对公共信息用户信息素质培养的战略意义,尝试性地提出培养的实施策略。Public information resources is a key factor to get competitive advantage for a country, it can bring interests to a society directly or indirectly. Effective utilization for the users of public information resources is closely related to their personal information literacy. This paper begins with the exsiting problems for the users of public information resource- sand then analyses the strategic significance of training the users＇ information literacy, it proposes the executive strategy for trainning information literacy for the users of public information resources.
