试论循环经济的要素价格差假说

摘　　要：回顾了循环经济理论的研究状况,以此为基础,文章提出了循环经济要素价格差假说,以解释循环经济的实现问题。分析了循环经济组织和非循环经济组织的基本形态,定义并讨论了循环经济生产函数和非循环经济生产函数,提出了消费性生产函数的概念;以这些函数为基本框架,在企业追求利润最大化假定的基础上,研究了企业在循环经济和非循环经济生产方式之间的选择,从而论证了循环经济要成为现实必须满足的两项基本原则,得到了循环经济实现的要素价格差条件。该结论与众多的定性研究结论并不完全一致。结论表明,要使循环经济发挥市场的资源配置作用,一要有循环经济导向的技术创新以满足循环经济生产可能性;二要有循环的资源环境要素与其替代要素的价格差小于经济转移梯度。最后,本文讨论了影响要素价格差的几种主要因素:产权制度、中介组织、定价机制、制度的路径依赖,以扫清循环经济发展的障碍。This paper reviewed overall research condition of circular economy theory. Taking this as the foundation, the paper has promoted price difference hypothesis of factor about circular economy so that the realization of circular economy can be revealed. The paper analyzed basic shape of circular economy organization and non-circular economy organization, defined and discussed circular economy production function and non-circular economy production function and promoted the production function concept of consumption. Taking these functions as the basic framework, based on the hypothesis of pursuing the profit maximization in the enterprise, the article studied the choice of enterprise between the circular economy production method and non-circular economy production method, thus proved that circular economy must meet two basic principles and acquired price difference conditions of factor about the realization for circular economy. This conclusion is not completely consistent with many qualitative investigation conclusions. The conclusion indicated that, if we want to make use of the market function in resources disposition, there have to be fcrstly technical iunovation of circular economy guidance so that it can satisfy the circular economy production possibility, and secondly the price difference between circular resources and environment factors and its substitution factors have to be smaller than the economic shift gradient. Finally, this paper has analyzed seme primary factors which influence the price difference： the properly rights system, the intermediary organization, the price mechanism of decision, the dependence of way in system.
