论地质遗迹资源价值管理

摘　　要：地质遗迹资源是地球在亿万年的演化中形成、发展并保存下来的珍贵的、不可再生的地质自然遗产。讨论了地质遗迹资源的概念,认为地质遗迹资源具有四种价值,即资源价值、科学研究价值、审美价值、生态价值;提出地质遗迹资源管理原则:科学性原则、市场化原则、经济性原则、系统性原则、可持续原则。最后进一步探讨了地质遗迹资源价值管理:①遵循经济发展规律,实施地质遗迹资源资产化管理;②开展以提高资源经济效益为中心的资源经济系统管理;③全面推行技术经济评价和可持续发展影响评价制度;④实施资源价值工程,强化地质遗迹资源价值管理。Geological heritage resources refer to those valuable and non-reborn geological natural heritages which were formed, developed and preserved in the long history of Earth＇ s evolution.This paper discussed the concept of geological heritage resources and pointed out that they are of great with respect to natural resources, scientific research, aesthetics and ecology, then put forward the management principles, i.e., scientific principle, marketing principle, economic principle, systemic principle and sustainable development principle. And it finally discussed the value management of geological heritage resources based on those principles： firstly it should follow the rule of economic development, and implement the capitalization management of geological heritage resources; secondly it should carry out the systematic management of resource economy aiming at improving its economic benefits, thirdly it should put the system of technical and economic evaluation and influencing evaluation of sustainable development into practice, and fourthly it should carry out the project of resource value and strengthen the value management of geological heritage resources.
