摘　　要：针对人民银行体制改革及职能转换过程中基层央行履行职能面临的新问题,指出基层央行监管职能分离后应定位于政策信息反馈、金融服务支持、金融环境建设三大职责,其管理职能具有宏观性、全局性、基础性、挑战性等特征,并提出加强"窗口指导"、增加货币信贷政策工具、强化金融服务功能、调整结构布局、提高政治业务素质等基层央行履行职能的对策。According to new problems faced by branches of the central bank in the process of reforming and system conversion of People＇ s Bank of China, the management functions of branches of the central bank should include policy information feedback, finance service supporting and finance environment construction after the division of regulation function. The management function has the characteristic of macro view, overall situation, foundation, challenge, etc. The paper put forward some countermeasures, such as strengthening ＂the directive on windows＂, adding the policy on money credit, enhancing the finance service function, adjusting structure space, raising political consciousness, etc.
