摘　　要：国有土地出让金作为我国财政收入的一项重要来源,长期由地方政府预算外支配,其分配和管理的不科学,导致大量土地收益流失,失地农民利益受到严重损害。通过对我国国有土地出让金收益分配与管理现状的分析,从行政管理和制度建设的角度分析其存在的问题和影响土地出让整体效益的原因,努力探索一条行之有效的国有土地出让金制度改革出路。As an important source of financial income, land transfer expense has considerably benefit the local governments. However, due to its unreasonable distribution and management, much of the revenue has lost, and the welfare of the peasants has been seriously damaged. On the basis of the distribution and management of the revenue, this paper analyzes the problems in the process and the causes of ineffective use of the land transfer expense so as to find a way to the mechanism reform.
