摘　　要：西部地区财政能力是指西部各地区提供公共产品或公共服务的能力,由于涉及面广,是一组多维变量,对其进行科学评价较为困难.本文运用主成分分析法,构建了客观的评价权数,以少数的综合变量取代原有的多维变量,实现了对西部地区财政能力的综合评价,为西部地区财政发展战略模式的设计及西部地区财政能力的提高提供了很好的理论依据.The financial capability of Western China, namely the capability of the western Areas of providing public goods and services, is a group of multi-dlmensional variables, since it involves a wide range of differentiated aspects. Hence, it is difficult to make a scientific estimation to it. This article forms an objective estimation weights by employing principal component analysis. By replacing the multi-dimensional variables with comprehensive ones, the accurate estimation of the financial capability of the Western China areas can be realized. It offers a convincing theoretic foundation for the design of the financial development mode and the financial improvement in Western China.
