摘　　要：有效预防和依法临场处置群体性突发事件,坚持依法办事、按政策办事与解决群众的实际问题相结合的原则。在临场处置中,根据事态发展的程度,灵活采取政策攻心法、疏导稳定法、布控封锁法、强制措施法和遏制反弹法等举措,以控制和平息事态的发展,维护和谐稳定的社会环境。To efficiently prevent and deal with massive incidents by law, we should stick to the principle of combining them by policy, by law and solving the practical problems for people. According to the development of state of affaires, we make the psychological attack, the leading and comforting method, controlling and blanking force measures and constraining rebound measures to control and suppress the incidents and protect the harmonious and stable social surrounding.
