民营社区卫生服务发展的优势与挑战

摘　　要：目的:通过分析民营社区卫生服务的优势及面临的挑战,为民营社区卫生服务的发展提出建议。方法:通过问卷调查及相关访谈的方法对某市3家有代表性的民营社区卫生服务机构进行了调查。结果:发现民营社区卫生服务在仅仅几年的时间已经呈现蓬勃生机,高素质的管理者、扁平化的管理层次、有利的外部支撑;得天独厚的地理位置、灵活平衡的房屋及设备使用;"重医疗、轻公卫"的服务模式、高比例的药品收入;"以人为本"的内涵文化等是促成民营社区卫生服务发展的主要因素。同时,我们对其服务内容、用药、用人、可持续性等方面存在的问题进行了探讨。结论:民营社区卫生服务如何处理其"公益性"和"驱利性"的矛盾,是能否可持续性发展的关键所在。Objectives Through analyzing advantages and challenges facing the private（CHS）, some suggestions are proposed to stimulate its development. Methods With the methods of questionnaires and interviews a survey on 3 private CHS was made in a specific city. Results Although the private CHS developed in such a few years, it had already presented its vigorous vitality. Followings are the development factors for the private CHS： highly qualified superintendent, flat shaped management level, advantageous external bracing, ideal geographical place, flexible house and equipment; the service pattern of ＂major medical service, minor public health＂, high proportion of drug income; the connotation culture based on humanist and so on. Meanwhile some challenges such as service items, drug use, people employment, and sustainable development had been also discussed in this paper. Conclusion How to deal with the confliction of pursuing profit or nonprofit is the key for the sustainable development of private CHS.
