摘　　要：卫生和教育同属于社会公共事业,有很多共同点,在我国的经济转型期,卫生和教育也经历了相似的路径和进程,居民的教育和卫生消费不断增长,社会资金大量进入。通过回顾《民办教育促进法》在民办教育机构产权、投资回报和二级学院等问题的规定,理解医疗机构分类管理政策的政策目标,解决政策实施中遇到的困难。Health and education are all social public affairs which have many common characters. During the economics transition in China, they went though similar pathway, such as, the growing expenses on education and health ,the pooling of social funding. This paper aims to catch on the policy goal of For-profit and Non-profit Hospital Regulation and tries to solve the implement obstacle through reviewing the regulations of Private Education Promotion Law on such issues as title of the institute, rewards for investment, sub-insititute etc.
