基层卫生机构功能定位和财政投入机制

摘　　要：基层卫生机构是我国卫生服务体系的网底,承担着医疗、预防、保健等综合职能,对改善居民的健康状况起着重要作用,必须坚持政府主导。目前,在政府对基层卫生机构的投入中存在着力度不够、投向不合理、投入方式不科学、资金落实不到位等许多待规范的问题。对此,根据基层卫生机构功能定位,提出应明确政府责任、保证资金数量、调整资金投入方向和方式、进行全程管理,逐渐实现以功能为导向的基层卫生投入机制转变。Grass-root health facilities are the bottom of health services system in China, undertaking comprehensive functions involving medical, prevention, care and so on. For the basic role grass-root health facilities play in improving the health conditions of the residents, government-orientation must be persisited in. Currently, there are many problems need to be regulated in the investment in the grass-root health facilities by government. For instants, the amount of the funds is insufficient; the allocation of the funds is unreasonable; the way of input is unscietific; the funds didn＇t fully put in place and so on. Regarding these problems, this article proposed that the investment should base on the definition of the grass-root health facilities＇ function. The government should clarify their responsibility; adequate financing should be ensured; the way and direction of the investment should be adjusted; the entire process of investing should be managed over, to transform to a function-based investment mechanism for grass-root health.
