关于京津风沙源治理工程建设的思考

摘　　要：介绍了京津风沙源治理工程建设的基本情况,从计划任务下达、投资安排、任务完成等方面分析了京津风沙源治理工程建设进展,并对工程建设成效进行了评价。重点论述了工程面临着治理任务重、建设难度大、投资标准低、后续产业发展缓慢、思想认识开始滑坡等方面的问题和困难。提出了要研究工程可持续发展问题、建立工程管护长效机制,加强效益监测评估,加大工程投入等对策建议。Firstly, the paper briefly introduces the background of the Program of Combating Desertification in the Wind/Sand Source Areas affecting Beijing and Tianjin. And it also assesses the program’s achievements those have been produced. Secondly,it analyses construction process of the program on the aspects of planning tasks, fund arrangement, finished tasks, post-industry etc. And it focuses on the discussion of facing problems and difficulties, for examples, heavy tasks, hard conditions, investment standard, post-industry development and declining public awareness. Finally, the paper recommends five suggestions, such as sustainable development of the Project, building a long-term mechanism, strengthen the assessment of its effectiveness and more investment, according to the current situation of the program.
