委托经营:公共体育场馆民营化可操作模式——基于浙江省典型体育场馆的调研

摘　　要：基于浙江省典型公共体育场馆的案例调研,文章认为,委托经营是目前公共体育场馆实现民营化的有效模式,规范合同签订内容和程序、加强合同监管是委托经营模式得以有效实施的关键,该模式将为我国体育场馆经营制度的创新提供有益的探索。Based on an investigation of the operation of the typical public stadiums and gymnasiums of Zhejiang Province, this paper argues that entrusted operation is an effective model for realizing the private running of the public stadiums and gymnasiums, which offers an experience for the innovation of the operation system of the public stadiums and gymnasiums in China. To make the model run effectively, the contract content and the procedures involved in contract-making should be standardized and the supervision over both the signing and the implementation of the contract strengthened.
