论民族区域自治中的经济自治权——强化自治机关行政领导对经济自治权行使的政策建议

摘　　要：民族自治机关行政领导的经济自治权是非常重要的权力,但现实中,经济自治权并未得到充分行使,因此必须强化自治机关行政领导对经济自治权的行使。强化民族自治机关中行政领导对经济自治权行使的政策建议如下:加强民族自治地方立法;完善民族区域自治法的实施保障制度;加强对民族自治地方的分权,坚持原则性与灵活性的统一;继续加大对西部民族地区的扶贫开发;加强自治机关的建设;完善对民族地区的财政政策等。The administrative leader of the national autonomy apparat owns the principle to exert the autonomy right well by law. The right of the economic autonomy is the most important right in it. So whether its right of the economic autonomy can be exercised well or not, which decide the national autonomy apparat leadership activity and can go on wheel basically and can carry on effectively. However, the right of economic autonomy professional meets the predicament. This text will question the predicament when the administrative leader of the national autonomy apparat exerts the right of the economic autonomy. In this article, we advance some suggestions from policies to strengthen the administrative leader to exert the right of the economic autonomy in the national autonomy apparat.
