云南“三江”并流区地质灾害发育机制及其防治

摘　　要：第四纪以来,滇西北"三江"并流区受喜马拉雅山进入强烈抬升阶段,"三江"及其各级支流强烈下切,高黎贡山、怒山、云岭等几大山脉地形地貌在各种外力地质作用下进行改造和演化。各种外力地质作用过程产生"崩"、"滑"、"流"危害。根据动力因素与抗力因素的组合特征和地质灾害发育现状,全区地质灾害发育可归为4个类区:现代冰雪剥蚀区(Ⅰ)、植被覆盖构造剥蚀地貌区(Ⅱ)、河谷峡谷荒漠区(Ⅲ)、河谷峡谷植被覆盖区(Ⅳ)。其中Ⅲ、Ⅳ两区是地质灾害强发区和集中区。地质灾害的危害程度取决于2方面:①形成地质灾害的自然地质作用强度;②人类活动与地质灾害的关联度。"三江"并流区地质灾害防治的总体对策是,对影响人类活动、生存环境、工程建设的地质环境和地质灾害进行全面调查,分区(类)研究,系统防治。对人类活动频度高的地质灾害重发区-河谷峡谷区,要建立地质灾害预防预报系统,保障人类生命安全。The geological disasters in area of the three rivers juxtaposition are mainly the ＂collapses＂,＂slides＂,＂debris flows＂ which put harm to the humanity and the environment.They are produced in each kind of external geological process in the landform evolution of the Gaoligong,the Nu,the Yunling mountains.The geological disaster type growth is decided by the combination way and the degree of power factor and the resisting force factor of each kind of external force geology function.The geological disaster growth intensity is decided by the potential difference between the power factor and the resisting force factor.According to power factor and resisting force factor combination characteristic and geological disaster growth situation, the entire area geology disaster growth may occur in four kind of areas： the snow and ice disintegration area（Ⅰ）,the vegetation cover and structure disintegration landform area（Ⅱ）,the river valley and canyon wilderness area（Ⅲ）,the river valley canyon with vegetation cover area（Ⅳ）.The Ⅲ and Ⅳ areas are the main areas for geological disaster.The geological disaster harm degree is decided by two aspects： one is natural geological function intensity forming the geological disaster,the other is the relevance of human activity and geological disaster.The overall countermeasure of the geological disaster to prevent and control in the area three rivers juxtaposition is to overall investigate the geological environment and geological disaster which can affects the human activity,survival environment and engineering construction,make a systematic study,a systematic prevents and controls.Prevent and forecast system of geological disaster should be estabished to guarantee the humanity safety in the river valley and canyon area.
