摘　　要：通过对我国科技期刊存在问题的分析,提出了精品科技期刊服务与保障系统的功能目标、建设框架、组织方式,结合科技期刊管理的现状,提出了相关保证的政策建议。On the base of discussing the existing problems, the article puts forward the functional goal, construction framework, and organizing mode of the service and assurance system of high quality scientific journals. In addition, according to the actual management of the scientific journals, it also brings forward some suggestions on the relative assuring policies.
