摘　　要：大众化高等教育时代的到来,给地方高校高等院校的发展带来了空前的机遇,随着高等教育规模的不断扩大,人才培养质量问题也变得越来越严峻。地方高校要在激烈的竞争中立稳脚跟,求生存、谋发展,就必须更加注重内涵建设,不断提升人才培养质量。所以,如何加强教学质量管理,建立有效的教学质量保障机制,已成为各高等院校目前普遍关注的问题。With the arrival of mass college education, the higher schools have unprecedented opportunities for further development. However, with the enlargement of enrollment, the quality of talents turns out to be a more and more serious problem. Therefore, the higher schools must try to find efficient ways to improve the quality of students so as to survive the cutthroat competition. So, one of the essential issues for the higher schools is to improve the management of teaching quality and build efficient guarantee system of teaching quality.
