村委会选举中海选与直选

摘　　要：厘清了村委会"海选"与"直选"的定义,阐述了二者的区别与联系,并联系村委会换届选举实践,分析"海选"与"直选"的利弊。总体而言,海选更能体现民意,更具发展前景,但实行"海选"必须具备一定条件,要加强引导,避免负面影响。This article provides the definition of ＂Hai-xuan＂ and ＂direct - election＂ of village committee, elaborates the difference and relation between the two ;and integrates the practice ,which is to change the commission leaders out of his village term of office , and explains the advantages and shortcomings about ＂Hai-xuan＂ and ＂direct-election＂ , Overall, the ＂Hai-xuan＂ manifests the public views with a better future ,while it should possess the mature conditions and need reinforce to avoid the negative impacts,
