摘　　要：为体现开发区经济发展的"窗口"功能和"小政府、大市场"的理想体制,开发区管理体制应该定位为:一级人民政府或人民政府的派出机关,享有开发区全面的行政管理职权并承担与一般行政管理主体相区别的行政责任。The legal orientation of development zone is a grade people government or expediting department of people government, having the power of development zone and bearing the specific duty in order to materialize the function of window of development zone and the idea system of ＂small government and big market＂.
