摘　　要：伴随1998年我国政府机构改革,部分部属高等院校划归地方政府管理,这些学校经过几年的发展,遇到了哪些新问题,具有什么独特性,这些问题能否顺利解决,将关系到这类高校的发展前途,同时也是检验我国高等教育改革是否成功的一个方面。以这类"共建"高校作为研究对象,力图发现这类高校发展中的特有问题,并有针对性的提出发展思路和对策建议。Accompanied with the Chinese governmental reformation in 1998, the supervision department of many universities had shifted from Ministry of Education to local governments. After a few years＇ development, these universities had met some new unique problems, which will affect the future growth of them. It is very important to resolve these problems in order to succeed in the reformation of China higher education. Targeting to this kind of universities, this study tries to discover their unique problems, and provide some insightful thoughts and advices accordingly.
