大张坨地下储气库注采井工程建设监理实践

摘　　要：大张坨地下储气库是我国第一座地下储气库,是第一个按照项目管理承包模式(PMC)的国际工程建设惯例实施监理的大型钻采工程,其管理模式和经验对我国储气库建设具有重要意义。为此,分析了此项目的工程设计监理、工程施工准备监理、钻井系统工程施工监理、完井工程监理、竣工验收监理等5个难点,详细介绍了项目12口注采井建设全过程的PMC管理模式;从建立监理模式、建立管理制度、制订技术规范、实施安全预案、关键工序旁站监理等方面说明了监理实施要点。探索出一套我国陆上石油钻采工程新型监理体制的管理模式,创造了大港地区优质快速钻井施工新纪录。该项目安全保质保量按期完成,保证了向北京和天津的安全供气,7年来储气库运行平稳,为后续5个储气库的建设管理打下坚实基础,对我国大规模建设地下储气库有借鉴作用。The Dazhangtuo underground gas storage is the first underground gas storage in China. It is a large-scale well drilling and production engineering which is firstly managed in accordance with the Project Management Contractor (PMC) mode, one of the international project management models. So its management model and experience have great significance for future construction of underground gas storages in China. Therefore, the paper analyzed 5 difficulties of this project, including engineering design supervision, engineering arrangements supervision, well drilling systems engineering supervision, well completion supervision and project ending supervision. Meanwhile, it particularly introduced the PMC model for the whole construction process of the 12 injection and production wells. It also explained 5 supervision points on the basis of the establishment of the supervision model and management system, formulation of technology criterion, implementation of the safety scheme and supervision on the key procedures. It developed a set of project management model for the new type of supervision system of the onshore well drilling and production engineering in China. As the project was securely completed on the schedule with high quality, it can guarantee the safe gas supply to Beijing and Tianjin. After being operated stably for 7 years, the underground gas storage has laid solid foundation for the planned 5 underground gas storages, and provided references and played a guidance role in the large-scale construction of underground gas storages in China.
