摘 要:随着互联电网的发展,电网中扰动所造成的影响将由单个区域发展到相邻的互联区域,这对电网的安全稳定运行产生了严重威胁。由于扰动造成的电网连锁事故时有发生,扰动控制的重要性逐渐显现。北美电力可靠性协会(North American electric reliability council,NERC)提出的扰动控制标准(disturbance control standard,DCS)明确具体、可操作性强,为互联系统的安全稳定提供了一种有效的控制方法。文章介绍了NERC制定的DCS的发展历程,阐述了DCS的控制机理及其在国内外应用的情况,同时针对DCS做了相应的事例分析,并提出了基于DCS的电网扰动控制策略。Along with the development of interconnected power grid, the impact caused by disturbance will extend from single region to adjacent interconnected regions and it will seriously threaten the secure and stable operation of power grid. The cascading failures of power system caused by disturbance frequently occur, thus the significance of disturbance control reveals increasingly. The disturbance control standard (DCS) given by North American electric reliability council (NERC) is well-defined, concrete and possesses strong operability, so it offer an effective control approach to the security and stability of interconnected power grids. The authors present the development course of DCS, expound its mechanism and its application home and abroad, meanwhile, aiming at DCS corresponding case analyses are performed as well as the DCS based power system disturbance strategy is put forward.
