摘　　要：本文利用江浙1995—2006年的数据实证分析了实际利用外商直接投资(FDI)对区域技术创新能力的影响,结果表明,FDI对区域技术创新能力提升有促进作用但存在明显的区域差异。笔者认为FDI对区域技术创新能力的影响程度至少与两个方面相关,一是区域经济发展的特点及利用外资的模式;二是技术本身的原创程度、技术含量、研制难度及其对企业的重要性等。微观经济主体的控制权状况与内部化约束形态是影响区域技术创新绩效的关键。在此基础上,本文提出了若干建议。The paper has analyzed the effect of FDI on the technology innovation of Zhejiang and Jiangsu province by using the data from 1995 to 2006. It finds that the spillovers of FDI on the local exist obviously and the promoting function of the FDI on the local is different. The authors think that the influence of FDI to the capability of regional technical innovation at least with two aspects related,one is the characteristics of local economic development and mode that FDI is made use of. The other is the level of the technology and the importance to the enterprise and the absorbency of the local enterprise etc. There are two key factors that affect the performance of regional technical innovation. The one is the state how the firm controls the production and circulation. The other is the restriction of interior trade of firm. The author also analyses the reasons and makes some suggestions to meet the improvement of the capability of regional technical innovation.
