摘　　要：概括泛系运筹的基本理法,并且对社会的变革和教育成才、科技创新和国际军事革命展开新的论述。学术背景和主要思路是:计算机=*互联网=*泛系——泛系方法论·新的时代变革论·泛系战争论·泛系博才论·泛系社会运筹学——科学发展观·自主创新。具体内容包括:泛系变分运筹新的表述(极导极兮悖转奇),Hilbert问题,生克律,大善原则,泛系八筹的新形式,教学法,大多大理法,泛系量化15计,孙子兵法知胜律的泛系论扩变(十知运筹),孙子兵法新的泛系论解读诠释,泛系七机,泛系制度论,泛系纵横捭阖,泛系震荡均衡(纳什均衡的发展),世界的时代性变革和国际军事、人才的运筹分析,政治智慧,等等。Pansystems theory is a transfield pan-netlike academic research on philosophy & non-philosophy, mathematics & non-mathematics, technology & non-technology, systems, humanities and poetics, etc. The academic background and main train of thought are: Computer= Internet= Pansystems-Pansystems methodology, New theory of era-reform, Pansystems theory on war, Pansystems theory on versatile, Pansystems OR of society-Scientific development view & self-reliance creation. In the paper the basic principles of pansystems OR are generalized in new form with new development, new investigations are concerning social reform, education, teaching, talent-becoming, creation of science and technology and the international revolution of military.
