摘　　要：分析了建设领域工程款拖欠的原因,结合国家政策文件,阐述对工程款拖欠应采取规范建筑市场、健全建设领域法律制度、完善工程担保制度、加强建设领域信用体系建设、提高承包企业风险防范意识等相应措施,提出了防范工程款拖欠的长效机制构建思路。The cause of project payment default in construction field was analyzed, and in combination with the state policy, in view of project payment default, such corresponding measures as standardizing the construction market, strengthening law system in construction field, perfecting project guarantee system, strengthening the credit system construction in construction field and enhancing the risk prevention consciousness of the contracting enterprises were described, and some thought on how to establish long - efficiency mechanism to prevent project payment default was put forward.
