摘　　要：在政府与防治"禽流感"的单位之间建立了监督博弈模型,并依此确定监察机关对防治单位的监管力度和检查比例;分析研究政府与医院间的博弈关系,得到政府在疫情不同时期对医院的监管力度、惩罚尺度与发病率和医院利润的函数关系.This paper establishes a game model for supervision between the government and the units that are responsible for prevention and cure of avian flu, and hereby confirms the inspecting proportion and the control strength exerted on the prevention-and-cure units by the supervising organs; We also make sure of the control and the punishment strength determined by the government for hospitals according to different phases of the epidemic situation, and the ruction relationship between the incidence of avian flu and the hospital profits as well.
