贵州省建立和实施农村居民最低生活保障制度面临的主要问题与建议

摘　　要：就贵州省建立和实施农村居民最低生活制度面临的"省市县财政困难,低保资金严重短缺、尚未在农村全面建立和实施农村居民最低生活保障制度、农村低保工作机构不健全,低保工作人员少,工作经费严重不足、低保资金社会化发放面临困境等主要问题,拟提出"加大中央财政补助力度,建立农村低保筹措资金长效机制、加速全面建立和实施农村居民最低生活保障制度、低标准,广覆盖,做到应保尽保、加强劳动力培训,加快劳动力转移、加强机构建设,增加民政低保工作人员编制和工作经费、建立农村低保资金社会化发放机制等几点建议。Guizhou province has established and implemented Rural Minimal Living Security （RMLS）, which is still challenged by many problems such as public finance difficulty, serious shortage of funds, not completely building up of this system, imperfect rural organizations, fewer personnel, severe shortage of budget, and the difficulty in distributing the minimal living security subsidy. This article proposes to enlarge central public finance aiding system, to build up an extended mechanism of raising the fund, to establish and implement the security system nationwide, to set a low standard but with a broad coverage, to strengthen the labor force training, to speed up the shift of labor force, to enhance the construction of organizations, to increase staff member＇s number, work budget, and to set a mechanism of social fund distribution.
