滨海新区产业创新发展模式探索——基于生产性服务业的视角

摘　　要：以工业为重点的传统发展模式为滨海新区的进一步发展带来了十分严峻的挑战。要走出传统发展模式造成的困境,必须以生产性服务业的发展为突破口,借鉴国际经验,把握生产性服务业的创新机理,探索新区产业创新发展模式。应从制度保障、人才支撑、外资引进和需求市场培育等方面促进新区生产性服务业发展,使新区尽快完成从工业开发区向区域经济增长极的转型,最终带动环渤海区域的经济发展。The traditional development mode which stresses industry has brought serious challenges to the further development of Binhai New Area. The way to resolve the dilemma of traditional development mode is to develop producer services to explore a new mode of industrial development with learning international experiences and holding the innovation mechanism of producer services. The paper puts forward strategic thinking on developing producer services from aspects of institutions guarantee, human capital support, foreign capital introduction and market demands which can shorten the transition process of Binhai New Area from an industrial development zone to be a regional development pole, and promote the economic growth of Bohai rim region finally.
