摘　　要：政府行为文明的本质是政府的现代化。政府现代化的本质则是政府发展和行政发展.作为一种抽象的政府行为,行政权力扩张有良性扩张和恶性扩张之分,分别体现着行政权力扩张的必然性与人为性.提出行政权力良性扩张是社会发展的需要,本质是政府发展和行政发展,其结果是政府行政能力的提升、行政能量的增强.无论是从良性扩张产生的原因还是实现的结果来看,行政权力良性扩张都体现着政府行为文明本质要求,是对政府行为文明内涵的发展.The essence of governmental behaviour civilization is the governmental modernization, which in turn is the government development and administrative development. As a kind of abstract actions of government, the expansion of administrative power can be sorted as good ones and poor ones, which embodies the necessity and the artificialness of the expansion of administrative power. This paper holds that a sound expansion of administrative power＇ reflects the need of the social development whose essence is government development and administrative development. It＇s result is the administrative capacity increase and the quantity of what the administration can do. Thus, expansion of administrative power embodies the essence of governmental behavior and the development of its connotation. the sound civilization.
