摘　　要：概述了目前农业政策性金融职能定位的研究成果,分析了农业政策性金融职能发挥的制约因素,认为农发行职能定位主要受到财政政策、农村金融市场环境和农发行主观能动性3个方面因素的制约。要完善农发行的职能,使其更好地为"三农"服务,需要加强财政政策与金融政策的配合,明晰农村土地产权,制订农发行可以接受农民土地抵押贷款的政策,加强信用环境建设和发挥农发行的主观能动性。The research of the function of current agricultural policy-oriented finance is reviewed, and the factors restraining the function of agricultural policy-oriented finance are analyzed. It is held that the function of Agricultural Development Bank of China （CADB） is restrained mainly by the factors in three aspects such as fiscal policy, rural financial market environment and initiative of CADB. To perfect the function of CADB and better serve the agriculture, countryside and farmers, it is necessary to strengthen the coordination between fiscal policy and monetary policy, so as to clarify the rural land property right, work out the policy for CADB to accept farmers＇ mortgage loans for land, improve credit environment and give full play to the initiative of CADB.
