新农村建设中农业发展问题的思考——来自苏州农村的调查

摘　　要：对苏州农村的相关调查发现,在新农村建设过程中,有大量的优质土地、劳动力等要素纷纷从农业向非农转移,严重制约了当地农业的进一步发展。本文指出,农业具有其他产业无可替代的社会、生态和经济功能,农业的发展和现代化是新农村建设的重要内容。政府应加大对农业的支持,并积极开展制度创新,以吸引一定数量的高素质劳动力、土地等资源投向农业,从而实现农业与非农业的平衡发展。From the investigation of Suzhou rural districts, it is found that there are a lot of high qual- ity land and human resources transferred from the field of agriculture to non - agriculture, which restricts the further development of agriculture. This paper points out agriculture is the foundational industry of national economy, and the development of agriculture is the main content of the new rural construction. Government should give more support to agriculture and create new institutions to attract some more high quality resources to agriculture, and bring about a balance development between agriculture and non- agriculture.
