摘　　要：社会福利是一项制度还是一个体系,对于社会福利的概念认知与实际推行均有十分重要的影响。构建社会福利体系,对于国民基本生活保障及生活水平与生活质量的提高具有重要的意义。政策性、制度化的社会保障,专业性、职业化的社会工作,多元化、网络化的社会服务,政府公共福利等子系统共同构成社会福利体系,形成"福利合力",有利于确保社会福利的供给与提升。The issue whether social welfare is an institution or a system is critical to both of its definition and implementation. The construction of social welfare system is of great importance in the satisfaction of peoples basic needs of life and in the improvement of their life quality. Such subsystems as policy-related and institutional social security, professional and vocational social work, social service and governmental public welfare come together in the form of social welfare system, which is rather ' welfare joint efforts' ensuring providing and improving social welfare.
