关于黄河下游二级悬河治理的探讨

摘　　要：分析了黄河下游二级悬河的形势,针对二级悬河治理的必要性和紧迫性,提出治理二级悬河应坚持全面规划、统筹兼顾、远近结合、标本兼治、综合治理的原则,主要措施包括:①加快建设二级悬河严重河段堤防的加固和防护工程;②破除生产堤等行洪障碍,利用大洪水淤滩刷槽;③利用中常洪水引洪淤滩;④人工疏浚河槽,淤填堤河,淤堵串沟;⑤结合引黄沉沙淤填堤河洼地。近期应做好规划、开展试点、加强相关研究工作。It analyzes the situation and origin of the secondary elevated river on the lower Yellow River and puts forward the principles of overall planning,unified planning with due consideration for all concerned,combining short-term and long-term plans together,treating a disease by looking into both its root cause and symptoms and conducting integrated management according to the necessity and urgency of the secondary elevated river harnessing.The main measures include a) to speed up the consolidation and protection works of serious secondary elevated river section;b) to clear away the obstacles for flooding including production dykes and fill floodplain and scour channel by major floods;c) to divert floods for filling floodplains by normal floods;d) to dredge channel,silt-up borrow bits and block branches manually and;e) to fill-up low-lying areas near the embankment combining with the works of the Yellow River diversion and desanding.It should conduct planning and pilot work and strengthen relevant studies in the near future.
