摘　　要：为适应现代网络视频通信中对视频图像清晰度以及减少视频过多占用网络资源的双重要求,针对视频压缩编解码技术这一数字视频通信中的关键技术,基于VW2010芯片、采用MPEG-4压缩标准,设计出一种新型的网络视频压缩编解码器。在保证分辨率的条件下,输出视频比特率最低为64kbps,大大降低了视频图像所占用的通信信道带宽,解决了视频图像高清晰度和占用通信信道带宽之间的矛盾,系统性能稳定,实时性强;系统电路简单,工作可靠,便于微型化。The video CODEC is the key technology of the digital video communication. In this paper, a new type of web video CODEC based on VW2010 is developed with MPEG-4 as the video compressing algorithms. The minimum of bit rate of the output video can reach to 64kbps that can satisfy the resolution requirement of output web video. It can efficiently resolve the contradiction of taking up the communication channel and the resolution of the video. The system has many advantages such as real-time, simplicity, and reliability. It offers a possibility to make the control system into micromation and practice.
