摘 要:通过对近年来我国海洋油气开发利用现状及其资源潜力的分析,认为我国海域蕴藏着潜力巨大的常规油气资源和新型能源——天然气水合物资源,加强包括常规油气和天然气水合物的海洋能源矿产开发利用应作为我国应对能源短缺、保证能源安全的重要战略选择.On the basis of an analysis to the status of offshore oil and gas development in recent years, and the potential of marine energy mineral resources, this paper suggested the strengthening development of marine energy mineral resources including conventional oil & gas and gas hydrates, should be an important strategic choice to deal energy shortage. By the recent, increasing the offshore oil and gas production in the Bohai Sea, northern South China Sea and East China Sea, to improve the shortages in oil supply situation. In medium to long-term, exploration and development of oil and gas in Nansha area and Yellow Sea, carrying on investigation, research and mining test for gas hydrates new energy in the northern South China Sea, Nansha area and East China Sea slope-Okinawa Trough, so that taking the early realization of the commercial exploitation of gas hydrates, should fundamentally solve the energy shortage problem and ensure energy security.
