凉山州麻风综合防治效果评价

摘　　要：目的评价凉山州开展麻风消除运动,实施麻风综合防治措施的效果,探讨可持续麻风防治机制。方法采取政府领导、调整麻防机构、培训麻防医生、开展健康教育、实行质量监控和奖惩政策等措施,提高麻风病患者的发现率和群众麻防知识知晓率。结果开展麻风消除运动前的1995-2004年全州新麻风病每年平均发现93.6例,年均发现率为2.38/10万;开展麻风消除运动后2005年新发现麻风病137例,发现率3.29/10万。2005年与2004年相比,新麻风病发现方式和构成发生了明显变化,Ⅱ级以上畸残率由23.60%下降到18.25%;新患者发现平均延迟时间由33个月缩短到25个月。2005年底在17个县34个乡分别对340个村民和学生进行了麻风病知晓率抽样调查,结果村民知晓率为45.60%,学生知晓率为75.42%。结论开展麻风消除运动后新麻风病患者发现率明显提高,新麻风病患者畸残率降低,凉山州麻风综合防治措施已初见成效。Objective To evaluate the achievement of leprosy elimination campaign （LEC） and leprosy integrate control in Liangshan Prefecture and to explore the sustainable methods of leprosy control. Methods The detecting rate of patients and acknowledge rate of leprosy control knowledge were elevated through governments instruction, adjustment of leprosy control agency, leprosy doctors training, health education, quality control, and reward and punishment. Results From 1995 to 2004, the number of average detected cases was 93. 6 every year with a detecting rate of 2. 38/100 000. After LEC, the number was changed into 137 cases and 3.29/100 000 correspondingly in 2005. Compared with 2004, the detecting methods and constitution were both changed in 2005. The 2^nd degree disability rate decreased from 23.60% （2004） down to 18.25% （2005）. The average delay periods of new cases shortened from 33 months （2004） to 25 months （2005）. We checked the acknowledge rate by sampling 340 villagers and students from 17 counties and 34 villages, the acknowledge rate of villagers and students was 45.60% and 75.42% respectively. Conclusion The detecting rate of new cases arose obviously after the launching of LEC, the disability rate of new cases decreased, the primary achievement was gained after leprosy integrate control was performed in Liangshan.
