摘　　要：马福祥于1921-1925年任绥远特别区都统。他在绥远的所作所为主要有两个方面:其一,鼓励民间种植鸦片、军政人员贩卖鸦片,从而导致绥远地区鸦片的泛滥;其二,重视地方教育事业,在教育、军事、行政诸领域任用地方人士。对马福祥在绥远地区所作所为的评价,应该将其放在当时的时代背景之下予以分析,而不应简单地加以否定。From 1921 to 1925, Ma Fu - xiang was appointed the governor of Suiyuan special district. What he did there was mainly in two aspects： one was to encourage the civilians to plant opium and the soldiers and officials to sell opium which resulted in the widespread of opium in Suiyuan; the other was to develop local education and to appoint local people to positions in areas such as education, military affairs and administration, etc. Therefore, it is necessary to evaluate properly what Ma Fuxiang did in Sunyuan in the historical background at that time instead of denying it simply.
