包头稀土高新区稀土产业集群化发展对策研究

摘　　要：包头稀土高新区稀土产业集群化发展现状良好,表现为:企业集聚已成规模,稀土主业地位逐步确立;产业链不断延伸,产业价值链不断优化等几方面。但同时也面临着许多困难和挑战:相互支援和依存的专业化协作网络尚未形成;科研与开发的合作机制尚不完善;有效的风险投资机制尚未建立等。要发展稀土产业集群,应统筹规划,加快发展稀土下游产品;优化结构,提升稀土产业核心竞争力;积极引导,加强政府宏观调控;征收稀土资源有偿使用费;设立自治区稀土产业发展基金;建立国家战略性稀土资源战略储备制度;加强技术创新机制;努力构建稀土人才支撑体系。Baotou Rare Earth Industrial Cluster is developing smoothly. The cluster of industries with Rare Earth as the focus has been established on a large scale; the industry chain keeps on expanding and the industrial value chain is increasingly being optimized. However, they are confronted with many difficulties and challenges. For example, there is no mutual dependent and supporting coordinating network, no cooperative mechanism for scientific research and development and no effective venture investment mechanism. In order to develop the Rare Earth Industrial Cluster, it is necessary to make a comprehensive plan and to fasten the development of Rare Earth downstream products. We should not only try to optimize industrial structure and to strengthen its competitive capability but also offer guidance and charge fee for the use of Rare Earth resources. Furthermore, it is necessary to set up a Rare Earth industrial development foundation in Inner Mongolia Autonomous Region, build a national strategic reserve system of Rare Earth Resources, strengthen technological innovation mechanism and construct a supporting system for the talented staff in the Rare Earth industry.
