摘　　要：新型农村合作医疗制度在我国尚属试点阶段,资金筹集是这项制度建设成功的首要和根本问题。针对筹资困难的现状,政府应承担筹资主体责任,制定各项措施,加大资金投入,拓宽筹资渠道及建立立法保障。The new rural medical cooperative system is still a try amplifier in our country. The fund rai- sing is the principal issue and the foundation of this system. For the poverty situation of the financing, this article put forward that it must be based on the sustainment of the government finance, diverse finan- cing source and definite law in the process of the system construction.
