摘　　要：以淮安市为例,采用定性与定量相结合、以正面效应为主的方法,从经济效益、社会效益、生态效益三个方面论述了土地开发整理的客观必然性,同时指出土地开发整理可能带来的负面效应也应该引起足够重视。Taking Huaian city for example,the objective necessity of land arrangement was summarized from 3 parts,including economic benefits,ecological benefits and social benefits,by combining qualitative analysis with quantitative analysis.At the same time,the author pointed out that the negative effect which might bring from land arrangement should arose people sufficient recognition.
