摘　　要：分析了苏北合作具有的地脉一致和文脉相通的资源基础,探讨了区域合作的主要利益冲突,提出了成立政府引导的苏北区域旅游合作委员会、编制区域联合旅游规划、建立市场主导的企业合作机制、注重社区参与等合作建议。The the superiority of nature and human tourism resources in north Jiangsu province was analyzed.The primarily interest conflicts in tourism district cooperation are discussed.Some measures are put forward,such as establishing north Jiangsu province regional tourism cooperation committee guided by the government,editing tourism cooperation planning,developing enterprises cooperation directed by the market and attending community participation.
