摘　　要：通过将2007年新颁布的《资格认定办法》与2000年颁布的进行对比分析,得出新颁布的《资格认定办法》呈现出两个明显的变化:进入门槛抬高、监管力度加大。这些新规定对解决合同签订前的"逆向选择"问题以及规范合同签订后工程招标代理机构的行为将起到一定的作用。Comparing the ＂Means of Recognizing Qualifications＂ promulgated in 2007 with the one promulgated in 2000, we discover that the new one presents two obvious changes： one is that the entering threshold rises; the other is that the supervising becomes stricter. Based on this, the impacts of the ＂Means of Recognizing Qualifications＂ promulgated in 2007 on the problem of ＂converse choice＂ and on the engineering tender proxy organization＇s action after the contracts are signed.
