摘　　要：建筑节能属于市场机制部分失灵领域,从事节能活动的组织和个人无法从节能市场中获得的全部收益,导致节能主体积极性不高、科技研发能力不足等问题。本文认为解决问题的有效办法即是制定针对建筑节能有突出贡献人员的奖励制度,以激励建筑节能贡献突出人员,提高科技研发人员、低能耗建筑和既有建筑节能改造的实践者,以及建筑节能相关环节推广人员等主体的主动节能积极性。此外,建立建筑节能奖励制度有助于建筑节能激励长期化、规范化,从而更利于政府有效地推进建筑节能,从整体上提高建筑节能能力。本文对建立建筑节能奖励制度的现实必要性和可行性进行分析,并提出了相关的政策建议。In the process of developing building energy efficiency, there exist several problems, such as being short of initiative of relevant personnel, insufficient technology support and so on, which delay building energy efficiency in a certain extent. Hence it is important to establish building energy efficiency encouragement system to improve the enthusiasm for promoting building energy efficiency. Besides that, building energy efficiency encouragement system is a continual and normative measure to promote building energy efficiency. This paper analyzes the necessity and feasibility of establishing building energy efficiency encouragement system and proposes policy recommendations.
