摘　　要：现行农地征用制度与城乡统筹发展的矛盾日益加剧,制度变迁过程中的农地征用制度困境表现在城市土地国有制与农地集体所有制的矛盾、农地集体所有制与农民土地权益保护的矛盾。产权的自我保护与政府保护是农民土地权益保护的两大举措。The present rural land requisition system conflicts with the urban-rural overall development increasingly.The difficulties of the requisition system in the process of system transition are embodied in the contradiction between state ownership of urban land and collective ownership of rural land, and between the collective ownership of rural land and safeguarding farmers' land rights.Ensuring the property rights by both individuals on their own and government are the key measure to safeguard farmers'land rights.
