摘　　要：2009年哈尔滨大冬会为黑龙江省高校冰雪体育文化发展带来了极大机遇,必将对黑龙江省高校冰雪体育文化和谐发展起到强劲的推动作用。运用理论分析和调研方法,全面阐述了喜迎2009年大冬会,黑龙江省高校冰雪体育文化发展之必然性、发展内容、教化形式及发展对策。强化高校冰雪体育文化理论与实践形式的有机结合,开启冰雪体育文化发展特色和传承教育模式,使黑龙江省高校冰雪体育文化发展的定位和整合更加合理化、科学化和超前化,促进黑龙江省高校冰雪体育文化快速、和谐、健康地发展。The Harbin 2009 world university winter games is a great chance for developing the undergraduate ice-snow sports culture in Heilongjiang province and must bring driving promotion to the culture development. With the theoretic analysis method, the article roundly discusses the inevitability, content, means and countermeasure of developing the undergraduate ice - snow sports culture in Heilongjiang province during the games. It suggests to strengthen the organic combination of the culture theory and practice, start a special ice -snow sports culture development mode which may make a rational, scientific and advanced synthesizer for the undergraduate ice- snow sports culture to develop with speed, harmony and health in Heilongjiang province.
