摘　　要：本文探讨了网民与互联网用户的差异、国际上网民的统计口径、中国关于网民的界定,指出应该根据各国国情选择适合反映自身互联网发展水平的统计指标,并建议从互联网使用者的使用频次、起始年龄以及调查机构等方面入手,提高网民数量统计数据的国际可比性。This paper investigates the difference between cyber citizens and internet subscribers, the calibration of cyber citizens in the international perspective, and the definition of cyber citizens in China. In the following we argue that each country shall adopt proper statistical indicators of Internet development gearing to its domestic condition. Furthermore, some proposals on investigating approaches, such as specifying the frequency of using the Internet, the age of starting and making recourse to survey institutes, are put forward to enhance the international comparability of the statistical data on cyber citizens.
