摘　　要：国家与农民的关系,是农村研究中一个比较重要的框架,也是研究三农问题的重要视角,本文试图从社会动员能力的角度来分析国家与农民的关系,并将其纳入劳动力培训与输出的过程中。在考察对象上,本文选取的是中国西部农村的一个少数民族贫困县——柯坪县。本文拟通过考察该县劳动力培训与外出的动员过程,来探讨国家与农民的互动关系。The relation between the nationa and farmers is not only an important pattern to study rurual problems,but an very important wiew to study ＂three-farmer＂. The papaer analyzes the relations between the national and farmers from the view of social mobilization capacity, and combines it with labors training and outputting. The paper chooses Keping County which is Rurual poor minority county locating China Westas Studying object. The paper concretely probes into the mutual ralation between the nation and farmers by studying labors training and outputting of the County.
